East winds 15 to 20 mph with gusts to 30 mph...increasing to 30 to 35 mph with gusts to 45 mph after midnight. Chance of rain near 100 percent.

Saturday...Rain with isolated thunderstorms until late afternoon... then a chance of rain with isolated thunderstorms late. Rain may be heavy at times until late afternoon. Very windy and humid with highs around 80. Southeast winds 30 to 40 mph...becoming south 35 to 40 mph in the afternoon. Chance of rain near 100 percent.

Saturday Night...Mostly cloudy with a chance of rain early in the evening...then partly cloudy in the late evening and overnight. Lows in the lower 70s. West winds 10 to 15 mph. Chance of rain 50 percent.

Special Weather Statement
Issued by the National Weather Service at 5:10 PM EDT on September 5, 2008


... Band of strong showers and embedded thunderstorms from Bertie
County to the North Carolina and Virginia border...

At 510 PM EDT... National Weather Service Doppler radar indicated a
band of strong showers and embedded thunderstorms over southern
Bertie County... about 12 miles east of Windsor to 38 miles southwest
of Rich Square... or from 8 miles west of Edenton to 9 miles
southwest of Tarboro... moving north at 24 mph. In
addition... numerous other showers extended northward into southeast
Virginia. Radar estimates of 1/2 to 1 inch per hour of precipitation
is occurring with these showers and storms. Locations that are
likely to be affected over the next hour include Aulander...
Ahoskie... Rich Square and Gatesville.

Lightning and wind gusts to 30 mph are expected in the path of these
storms. Heavy rainfall will cause ponding of water on roads and
possible localized flooding in low lying areas.

This statement recommends actions to be taken by persons in...
the mid Atlantic coastal waters... Currituck Sound... coastal
northeast North Carolina and the northern Outer Banks of North
Carolina.

Please listen to NOAA Weather Radio or go to weather.Gov on the
internet for more information about these additional hazards.

Tornado Watch.

... Precautionary/preparedness actions...

Have workable flashlights or portable lanterns and a battery-
powered radio. Have a supply of spare batteries. Use battery-
powered lights instead of candles since fire fighters and
emergency personnel may not be able to reach you during the
storm.

Boat owners should take action now to secure their boats. If out
on the open water... make way to seek safe Harbor. Be especially
cautious near inlet entrances where the incoming swell could
become steep when the tide is falling.

... Storm surge and storm tide...

Storm surge flooding of 1 to 2 feet above normal tide
levels can be expected on Saturday. This could cause moderate
flooding at times of high tide on Saturday.

... Winds...

Sustained tropical storm force winds are expected to spread north
through the region Saturday morning with the strongest winds
Saturday afternoon and evening in the 30 to 40 mph range with
gusts up to 55 mph.

... Tornadoes...

A potential will exist for tornadoes as Hanna approaches. The
threat will be highest late tonight continuing into Saturday as
the storm passes. A Tornado Watch is in effect for the area.
